Weeks after calling for stronger rules to curb conflicts of interest in the wake of a no-bid contracting scandal at Texas’ massive health agency, state Sen. Jane Nelson filed a bill on Monday that would do just that.

Nelson, a Republican from Flower Mound who chairs the powerful Senate Finance Committee, proposed sweeping legislation that would require the top official at all state agencies to personally sign off on contracts worth more than $1 million and for employees involved in procurement to disclose possible conflicts of interest and undergo ethics training.
