To be sure, the mishandling of contracts involving tens of millions of dollars in public money by the state Health and Human Services Commission exposes the agency’s grave incompetence in oversight, but also points to a Legislature that has failed to take the necessary steps to fix problems dating back years.
At this point, lawmakers are pointing fingers at a monster they helped create in large part by consolidations that turned smaller state health and human services agencies into behemoths without the resources needed to properly oversee the numerous – and lucrative – contracts with private companies. And staff at the Texas Sunset Commission is recommending further consolidations, adding more oversight to the beleaguered Texas Health and Human Services Commission.
