Meriden woman stole thousands of dollars from Medicaid, state officials say

MERIDEN — A local woman has become the second Connecticut personal care assistant in six days to be charged with stealing thousands of dollars from Medicaid.

Kenisha T. Swain, 43, of Meriden, followed her cousin, Deborah V. Swain, 52, of Rocky Hill, in being arrested on charges of health insurance fraud and first-degree larceny by defrauding a public community Tuesday, according to state officials.

Officials said the arrests stemmed from the same investigation. Both Kenisha and Deborah Swain allegedly committed fraud in their capacity as personal care assistants employed under the Personal Care Attendant Waiver program, a Medicaid program administered by the Connecticut Department of Social Services that funds daily home care for people with disabilities. Their scheme involved Deborah’s mother, according to officials.

Officials said Kenisha Swain stole $9,144.69 from Medicaid from Jan. 11, 2021 to Nov. 13, 2021 by billing for services she did not provide. Specifically, she submitted fraudulent time sheets, officials said.
