MANCHESTER — Prosecutors have dropped all felony charges against the brother of city orthodontist Dr. Nicholas Marshall, who was cleared of felony Medicaid fraud charges by a jury in October.While Dr. Marshall was cleared of 45 felonies, charges lingered against his brother,

Steven Marshall, 55, who had been his brother’s office manager. He was living with his bed-ridden father in Pennsylvania last July when indicted on the fraud charges.“I think they indicted him in the hopes he would soften up and provide some testimony (against his brother),” said Steven Marshall’s lawyer, David Ruoff. On Jan. 9, prosecutors from the Attorney General’s Office dropped the four felony charges of theft by deception against Steven Marshall; he agreed to repay the $6,510 that authorities claim he scammed from Medicaid patients.
