North Haven dentist accused of $200,000 Medicaid fraud rejects plea deal offer without prison time

HARTFORD — A North Haven dentist accused of bilking the Medicaid assistance program for the poor of more than $200,000 by billing for dental work that was not done spurned a plea bargain offer Tuesday that would not have required him to spend time in prison.

Dr. Christian J. O’Connor, who is in his mid-50s and has listed an address on Michael Road in Hamden, rejected the plea offer during a brief hearing in state Superior Court in Hartford.

If he had accepted the deal, O’Connor would have been put on probation for three years, with the possibility of up to five years in prison if he violated release conditions. He would also have been required to make “up front” repayment of the more than $200,000 that the state contends he improperly billed, Judge David P. Gold told him.
