North Haven dentist who defrauded Medicaid avoids prison

The owner of a dental practice in North Haven received a suspended prison sentence Monday in a Medicaid fraud case, state officials announced.

Christian O’Connor, 54, appeared in Superior Court in Hartford before Judge David Gold and was sentenced to three years of conditional discharge, which is similar to probation without the requirement of reporting to a probation officer. As part of the sentence, he was ordered to no longer act as a provider in the Medicaid program.

In November O’Connor pleaded no contest to first-degree larceny by defrauding a public community and health insurance fraud. The plea bargain allowed prosecutors to argue for a prison term up to one year unless O’Connor paid the full restitution by his sentencing date.
