Medicaid cuts in budget bill may threaten adult dental care

State dental associations, including the New York State Dental Association (NYSDA), are raising concerns about Medicaid provisions in the One Big Beautiful Bill Act (OBBA) that are on track to significantly reduce adult dental benefits.

OBBA imposes new work requirements for adult Medicaid enrollees, six-month eligibility redeterminations, and cuts to state provider tax safe harbors beginning October 1. The California Dental Association has warned that nearly half of dentists participating in the program could drop it if the reductions take effect. Pediatric dental benefits under the Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) program remain federally protected, though reimbursement rate cuts remain possible under the bill.
